A sprawling network of activist groups, encrypted Signal chats, and coordinated protest operations fueled the recent anti-ICE demonstrations outside Newark’s controversial Delaney Hall detention facility, according to a sweeping investigation published by Fox News Digital.
The report paints the protests not as spontaneous outrage, but as a highly organized political operation involving dozens of left-wing organizations, activist coalitions and online organizers mobilizing demonstrators against federal immigration enforcement.
At 11:30 a.m. on June 3, organizers allegedly blasted a social media activation message urging protesters to descend once again on Delaney Hall.
“CURFEW IS OVER. BACK TO DELANEY,” read one Instagram post circulated by a coalition of anti-Israel, Marxist and Democratic-aligned groups, including organizations tied to Palestine activism, immigration advocacy and progressive political organizing.
According to the report, the message quickly spread into encrypted Signal chat groups where activists coordinated transportation, supplies and tactical gear, including respirators, goggles, knee pads and protection against pepper spray.
Fox News Digital reported that activists used aliases such as “framed.unrest” and “Wicked Something” while organizing logistics behind the scenes.
The demonstrations outside Delaney Hall have become one of the country’s most volatile immigration flashpoints in recent weeks, drawing clashes involving ICE officers, local police and New Jersey state troopers.
But the investigation alleges the unrest is part of a much broader national strategy.
According to Fox’s analysis, roughly 100 organizations are connected to the protest network — what one expert described as the “Delaney Hall 100.” The groups allegedly include prominent progressive organizations such as the American Civil Liberties Union, Indivisible and Democratic Socialists of America.
Combined, the organizations reportedly control annual revenues totaling approximately $850 million — roughly equal to Newark’s city budget, according to the report.
Fox News Digital said many of the organizations involved operate as tax-exempt nonprofits under various IRS classifications, including 501(c)(3), 501(c)(4), labor union and trade organization structures.
The report comes as congressional Republicans and Treasury Secretary Scott Bessent have intensified scrutiny of nonprofit organizations accused of funding or encouraging disruptive protests and political unrest.
Fox also reported obtaining a communications strategy document titled the “Delaney Hall Creator Brief,” which allegedly instructed activists and online influencers on preferred language and messaging tactics.
According to the document, activists were encouraged to refer to the detention center as a “concentration camp,” avoid saying detainees were “arrested,” and instead describe them as “kidnapped,” “abducted,” or “taken.”
The strategy guide also reportedly urged activists to describe detainees as “captives” and “imprisoned prisoners.”
Supporters of the protests argue the demonstrations are lawful resistance to what they view as aggressive immigration enforcement policies under the Trump administration.
Critics, however, say the operations resemble organized political agitation campaigns designed to provoke confrontation and inflame tensions surrounding immigration enforcement.
