A bombshell House Oversight Committee report claims dozens of Joe Biden’s executive actions “cannot all be deemed his own” — alleging that his closest advisers “went to great lengths to prop up” the 46th president as he suffered physical and cognitive decline in office.
The 91-page staff document — built on interviews with more than a dozen Biden aides — describes how the president’s “inner circle” sought to “meticulously stage-manage” his appearances, lighten his workload, and even block lawmakers from reaching him.
“These steps ranged from addressing President Biden’s makeup, clothing, schedule, the number of steps President Biden could walk or climb, the amount of time President Biden needed to read and to spend with his family,” the report states, “keeping cabinet meetings to a minimum, eliciting ‘direction’ from Hollywood on the State of the Union and other events, and using teleprompters even at small, intimate events.”
The report says that when Biden granted his son Hunter a sweeping pardon — covering tax and gun felonies as well as any potential crimes over an 11-year period — the president was given a notecard of approved talking points.
Oversight Chair James Comer (R-KY) found that executive orders signed by autopen, including some presidential pardons, should be considered null and void since they lacked “approval traceable to the president’s own consent.”
Biden himself told The New York Times in July that an autopen was used to sign 25 pardon and commutation warrants in late 2024 and early 2025, some granting clemency to thousands of offenders. Hunter’s pardon was among the few Biden signed by hand.
When asked who even operated the autopen, former White House chief of staff Jeff Zients — who approved last-day pardons for family members on Jan. 19, 2025 — replied bluntly: “I do not.”
“There were good processes in place,” insisted Zients, admitting he didn’t attend discussions over who would receive pardons and was only briefed afterward. “[T]here were verbal authorizations of the president’s decision that would occur on occasion.”
Zients also acknowledged that Hunter Biden participated in some of those “family discussions” about pardons “towards the end, the very end of the administration.”
“The authority to grant pardons is not provided to the president’s inner circle. Nor can it be delegated to particular staff when a president’s competency is in question,” the report noted. “Importantly, even if this authority could be delegated — which it cannot — it would have to be expressly delegated by President Biden himself.”
Comer shared findings from the report on X, saying, “Executive actions taken by the White House Biden staff & signed by autopen are NULL AND VOID.”
