At the same time, funding for the Department of Homeland Security remains in limbo. Congress has just days to pass another bill or face a partial shutdown.
Republicans and Democrats remain stuck, with talks bogged down over potential DHS reforms after two U.S. citizens were shot and killed in Minnesota last month after interfering with ICE operations.
